The value of the consultant is in resolving the repeated unit completely — cold water storage and boosting, the sanitary stack, the metering position, the distribution board and earthing — and then holding that standard through every block.

Alongside the units sits the site-wide work that no buyer ever sees: LV reticulation, substation positions, street lighting and the utility applications whose lead times, not the construction, usually decide when keys can be handed over.
